Julie Menin served as Commissioner of the NYC Department of Consumer Affairs (DCA) from 2014 to 2016 and as the Founding Board Chair of NYC Kids RISE. Under Julie’s leadership and the leadership of Debra-Ellen Glickstein, then Executive Director of the Office of Financial Empowerment, the City began the effort in collaboration with the NYC Department of Education (DOE) and the Gray Foundation to create universal college and career accounts for every Kindergartner in NYC public schools.
